From that time on, the Liberals and the Conservatives were in office by turns until 1922.The policies they put into effect were sometimes different, but they were both controlled by the rich.

The working class became more and more unwilling to follow the Conservatives and the Liberals. They wanted to have their own party. So the Labor party was formed by the trade unions. After 1922 the Labor Party gradually replaced the Liberal Party to become one of the two major parties in Great Britain.

There were two widely divergent influences on the early development of statistical methods
. Statistics had a mother who was dedicated to keeping orderly records of governmental units (state and statistics come from the same Latin root, status) and a gentlemanly gambling father who relied on mathematics to increase his skill at playing the odds in games of chance. Inferential statistics is a formalized body of methods for solving another class of problems that present great difficulties for the unaided human mind. This general class of problems characteristically involves attempts to make predictions using a sample of observations. For example, a school superintendent wishes to determine the proportion of children in a large school system who come to school without breakfast, have been vaccinated for flu, or whatever. Having a little knowledge of statistics, the superintendent would know that it is unnecessary and inefficient to question each child; the proportion for the entire district could be estimated fairly accurately from a sample of as few as 100 children. Thus, the purpose of inferential statistics is to predict or estimate characteristics of a population from knowledge of the characteristics of only a sample of the population.

Why does the Foundation concentrate its support on basic rather than applied research? Bas
ic research is the very heart of science, and its cumulative product is the capital of scientific progress, a capital that must be constantly increased as the demands upon it rise. The goal of basic research is understanding, for its own sake. Understanding of the structure of the atom or the nerve ceil, the explosion of a spiral nebula or the distribution of cosmic dust, the causes of earthquakes and droughts, or of man as a behaving creature and of the social forces that are created whenever two or more human beings come into contact with one another--the scope is staggering, but the commitment to truth is the same. If the commitment were to a particular result, conflicting evidence might be Overlooked or, with the best will in the world, simply not appreciated. Moreover, the practical applications of basic research frequently cannot be anticipated. When Roentgen, the physicist, discovered X-rays, he had no idea of their usefulness to medicine.

Applied research, undertaken to solve specific practical problems, has an immediate attractiveness because the results can be seen and enjoyed. For practical reasons, the sums spent on applied research in any country always far exceed those for basic research, and the proportions are more unequal in the less developed countries. Leaving aside the funds devoted to research by industry--which is naturally far more concerned with applied aspects because these increase profits quickly--the funds the U.S. Government allots to basic research currently amount to about 7 percent of its overall research and development funds. Unless adequate safeguards are provided, applied research invariably tends to drive out basic. Then, as Dr. Waterman has pointed out, "Developments will inevitably be undertaken prematurely, career incentives will gravitate strongly toward applied science, and the opportunities for making major scientific discoveries will be lost. Unfortunately, pressures to emphasize new developments, without corresponding emphasis upon pure science tend to degrade the quality of the nation% technology in the long run, rather than to improve it."

2 Good Sports Limited is an independent sports goods retailer owned and operated by two pa
rtners, Alan and Bob. The

sports retailing business in the UK has undergone a major change over the past ten years. First of all the supply side

has been transformed by the emergence of a few global manufacturers of the core sports products, such as training

customers. The results were less than impressive, with the Internet search engines not picking up the company

website. The seasonal nature of Good Sports’ business, together with the variations in sizes and colours needed to

meet an individual customer’s needs, meant that the sales volumes were insufficient to justify the costs of running

retailer such as Good Sports will be key to business survival. He has been encouraged by the growing interest of
