What can be done about mass unemployment? All the wise heads agree: there’re no quick or easy answers. There’s work to be done, but workers aren’t ready to do it—they’re in the wrong places, or they have the wrong skills, Our problems are “structural, ”and will take many years to solve.

But don’t bother asking for evidence that justifies this bleak view. There isn’t any. On the contrary, all the facts suggest that high unemployment in America is the result of inadequate demand. saying that there’re no easy answers sounds wise. But it’s actually foolish: our unemployment crisis could be cured very quickly if we had the intellectual clarity and political will to act. In other words, structural unemployment is a fake problem, which mainly serves as an excuse for not pursing real solutions.

The fact is job openings have plunged in every major sector, while the number of workers forced into part-time employment in almost all industries has soared. Unemployment has surged in every major occupational category. Only three states. With a combined population not much larger than that of Brooklyn, have unemployment rates below 5%. So the evidence contradicts the claim that we’re mainly suffering from structural unemployment. Why, then, has this claim become so popular?

Part of the answer is that this is what always happens during periods of high unemployment—in part because experts and analysts believe that declaring the problem deeply rooted, with no easy answers, makes them sound serious.

I’ve been looking at what self-proclaimed experts were saying about unemployment during the Great Depression; it was almost identical to what Very Serious People are saying now. Unemployment cannot be brought down rapidly, declared one 1935 analysis, because the workforce is“unadaptable and untrained. It cannot respond to the opportunities which industry may offer. ”A few years later, a large defense buildup finally provided a fiscal stimulus adequate to the economy’s needs—and suddenly industry was eager to employ those“unadaptable and untrained”workers.

But now, as then, powerful forces are ideologically opposed to the whole idea of government action on a sufficient scale to jump-start the economy. And that, fundamentally, is why claims that we face huge structural problems have been multiplying: they offer a reason to do nothing about the mass unemployment that is crippling out economy and our society.

So what you need to know is that there’s no evidence whatsoever to back these claims. We aren’t suffering from a shortage of needed skills, We’re suffering from a lack of policy resolve. As I said, structural unemployment isn’t a real problem, it’s an excuse—a reason not to act on America’s problems at a time when action is desperately needed.

Anyone who trains animals recognizes that human and animal perceptual capacities are diffe
rent. For most humans, seeing is believing, although we do occasionally brood about whether we can believe our eyes. The other senses are largely ancillary; most of us do not know how we might go about either doubting or believing our noses. But for dogs, scenting is believing. A dog's nose is to ours as the wrinkled surface of our complex brain is to the surface of an egg. A dog who did comparative psychology might easily worry about our consciousness or lack thereof, just as we worry about the consciousness of a squid.

We who take sight for granted can draw pictures of scent, but we have no language for doing it the other way about, no way to represent something visually familiar by means of actual scent. Most humans cannot know, with their limited noses, what they can imagine about being deaf, blind, mute, or paralyzed. The sighted can, for example, speak if a blind person a "in the darkness," but there is no corollary expression for what it is that we are in relationship to scent. If we tried to coin words, we might come up with something like "scent-blind." But what would it mean? It couldn't have the sort of meaning that "color-blind" and "tone-deaf' do, because most of us have experienced what "tone" and "color" mean in those expressions "scent-blind." Scent for many of us can be only a theoretical, technical expression that we use because our grammar requires that we have a noun to go in the sentences we are prompted to utter about animals' tracking. We don't have a sense of scent. What we do have is a sense of smell-for Thanksgiving dinner and skunks and a number of things we call chemicals.

So if Fido and sitting on the terrace, admiring the view, we inhabit worlds with radically different principles of phenomenology. Say that the wind is to our backs. Our world lies all before us, within a 180 degree angle. The dog's-well, we don't know, do we?

Have you ever felt so anxious during an examination that you couldn't even put down the answers you knew? If so, you were suffering from what is known as test anxiety.According to psychologist Ralph Trimble, test anxiety is a very real problem for many people. When you're worried over your performance on an exam, your heart beats faster and your pulse speeds up. These reactions start others: You may sweat more than normal or suffer from a stomachache or headache. Your field of vision narrows and becomes tunnel-like. Before you know it, you're having difficulty focusing."What I hear students say over and over again," says Dr. Trimble, who is working at the Psychological and Counseling Center at the University of Illinois, "is, 'My mind went blank.'"

For a number of years, Dr. Trimble helped many students learn how to perform. better during exams and to bring up their grades. Some of these students were interested in sharing what they learned and, with Trimble's help, began holding workshops on overcoming test anxiety. For many students, just being in a workshop with other sufferers made them feel better. They realized that they were not the only ones who had done poorly on tests because of tension.The workshops were so successful that they are still given.In the workshops, students are taught that anxiety is normal. You just have to prevent it from getting the best of you. The first step is to learn to relax. If before or during an examination you start to panic, stretch as hard as you can, tensing the muscles in your arms and legs; then suddenly relax all of them.This will help relieve tension. But keep in mind that you don't want to be too relaxed. Being completely relaxed is no better than being too tense. "If you are so calm you don't care how you do on an examination, you won't do well," Trimble says. "There is an optimum level of concern when you perform. at your best. Some stress helps. There are people who can't take even slight stress. They have to learn that in a challenging situation, being anxiously excited is good and will help them to do better. But if they call it anxiety and say, 'It's going to hit me again, ' that will make them nervous and worried."

As a student you must also realize that if you leave too much studying until a day or two before the examination, you can't do the impossible and learn it all. Instead, concentrate on what you can do and try to think what questions are likely to be asked and what you can do in the time left for studying.When you sit down to study, set a moderate pace and vary it by reading, writing notes, and going over any papers you have already written for the course, as well as the textbooks and notes you took in class. Review what you know. Take breaks and go to sleep early enough to get a good night's rest before the exam. You should also eat a moderate breakfast or lunch, avoiding drinks like coffee and stay away from fellow students who get tense. Panic spreads easily.Get to the exam room a few minutes early so that you will have a chance to familiarize yourself with the surroundings and get out your supplies. When the examination is handed out, read the directions twice and underline the significant instructions, making sure you understand them. Ask the teacher to explain if you don't. First answer the easiest questions, then go back to the more difficult.On essay questions, instead of starting right away, take a few minutes to organize your thoughts, make a brief outline, and then start off with a summary sentence. Keep working steadily, and even when time starts to run out, don't speed up.

Just about 40% of employees and managers in a North American survey said they know how
they can increase their base pay or cash bonuses. The results suggest employers lose much of the value of the pay raises and bonuses they distribute by not communicating effectively. “Many employees and managers simply don’t understand why they get paid what they do,” points out Rob Heneman, professor of management and human resources, Ohio State University, Columbus. “Businesses can’t get a good return of their compensation investment if people don’t understand how their pay is determined.”

The survey of more than 6,000managers and employees in 26 organizations in the U.S. and Canada showed that employees and managers felt their employers did a good job explaining their performance objectives and the way their performance is measured. They were unclear, though, about how performance was related to pay. Surprisingly, employees reported they knew more about stock options at their companies and how they are determined than how base pay is. However, the results showed that base pay knowledge plays a larger role in overall pay satisfaction than do other forms of compensation, such as bonuses. Employees who had higher levels of pay knowledge showed greater overall pay satisfaction, which, in turn, was linked to higher levels of retention(聘用), commitment to the company, and even trust in management. In other words, Heneman emphasizes, ensuring that employees understand their pay is good for a company’s bottom line.

He feels that corporate culture is often a major problem in dealing with the lack of pay knowledge among workers. In many companies, it is considered taboo—or even explicitly forbidden—to discuss matters dealing with salary. In lieu of (代替) disclosing actual pay amounts of employees to others within the company, management can provide more information about pay practices and policies, such as the process used to determine salary, and the average of raises in a particular year. Workers want more than generalities; they want to know how pay policies apply to their particular situation, Heneman points out. That often means managers need to sit down with their employees one-on-one.
